Apparently you are using a two reel tank? Was the holga reel on the top or the bottom? Have you tried reversing that order? Or processing two holga rolls using the same set up?

If not, you are chasing your tail making chem mods first. Presumably you've successfully processed two Mamiya rolls together in C-41.

Assuming it's a two reel tank, are you pouring chem into the empty tank or pre-filling and putting the reels in in the dark? What are you doing to empty? For a two reel tank fill and empty times are very significant, and reel position can be very significant.

If you're processing in two single tanks simultaneously you have fewer position and flow variables, but consistent agitation and timing can be a problem. Have you run 2 rolls from the Mamiya successfully, over multiple pairs?

You might consider using stop bath after the first developer. That could reduce any cross contamination. Low cost and easy to try. If that does not work, try something else.
