I have been developing with a consistent process for awhile now and haven't had this happen before. I have this wierd texture in all of my negatives this time around (see attached image) really not sure what it is. Has anyone had or seen this before and does anyone know how to fix it?

I'd suggest definitely reticulation. Was one of your solutions, or more probably your wash water, at too high a temperature?

(If you do a search here or on Google, there are other examples).

When I was doing the final rinse I notices that I turned the hot on but it was only like this for a few seconds would this have done it?

My process was hc 110 at 74F
Water stop bath at same temp as dev
Fix with tf4 at Dev temp
Then final wash the hot ran over film for maybe 30-45 sec

Yes, I believe the hot water was the most likely culprit. 30-45 seconds is plenty of time to induce reticulation.

Ok well thank you for the help every mistake is a lesson learnt when developing

Well, it was the cold water thereafter that did it.

But keeping the hot water on the film may have lead to having no image at all...
