Spots on the bottom of images

do you have any ideas what is that can be?
never had before,
do exactly the same what did before to develop and scan pictures
use the same chemicals

film -Kentmere
chemicals and developing - Arista method, 7 min

present on almost all images

only one differences - developed bit longer (7min instead of 5) as get colder

Yes, I'm getting similar spots once in awhile. Wiping with Ilford cloth once dry and it doesn't seems to affect printing, while on scans it looks bad.
I think, I started to get them after I started to reuse wetting agent mix.

Just taking a stab at it, as I am also using Kentmere and have not had any issues. Looks to me that there is "possibly" not enough developer is in the tank and there are bubbles present at the top between the reel layers. So, you have underdeveloped strips present (bottom of frame), and underdevelopment where the bubbles where present (also bottom of frame). I'm not sure you could get these results in the fixing stage.

+1 to DannL. You likely didn't put quite enough developer in the tank. When there isn't enough developer, the foam at the top (from agitating or the water properties) will be on the image area. It will develop unevenly, giving you this. Other stages, stop and fix and wash, will have no further effect (good or bad).

that is what confuses me,
I put the same amount of developer as usual, and even developed longer,
perhaps didn't stir developer enough,

Drying marks and a lot of crud (hairs, dust, etc.). The "spots" that I see look like drying marks, i.e., deposits of minerals, etc. from hard water or residue from your (possibly overused?) wetting agent.

This is basically a cleanliness issue. Keep your working area cleaner to eliminated the dust. Use a distilled water/wetting agent final rinse one-shot (with a 3-4 minute soak in this if your tap water is hard) to eliminate drying marks. Dry in a dust-free place.

You may be able to clean your negatives. I would start with a several-minute soak in full-strength stop bath (acid, to remove the hard-water deposits), then a 10-minute wash and a soak in distilled water with wetting agent (freshly-mixed) after a short running-water rinse. During the process feel (carefully!) for crud on the negatives and gently try to loose it and wash it off.

but yes, lots of dust, damages etc.
