Spots from Ilfotol?

Since I started using Ilfotol I've been getting weird shiny spots on the emulsion side of the film. It started exactly when I started using Ilfotol, and I've gotten the same problem no matter the film or format. I've also tried cutting down on the dilution, but it doesn't seem to help.

Okay, I've been using it at 1+200 and 1+300, maybe I should try 1+400 or 1+500...

Like Michael above, my only experience is with Photo-Flo and I use distilled or filtered water. Instead of its recommended dilution, though, I find that just one drop per 8 oz. (1 35mm reel, or 2 drops per 120) is enough. Any more causes spots for me.
