As Bob says. Toning often produces color shifts, intentional or otherwise.

Tone First

Tone/Spot

I am going to spot a print that hasn't been Selenium toned then I thought perhaps it should be toned before spotting, or not...?

Definitely, tone first then spot. Not only is the color shift an element but if you spot first and then tone, the spotting (some or all) will go away once the print is immersed in the toner.
