Yes and NO!
At least in my experience. You're better off with a toothpick dipped in the bleach and a cotton swab with fixer.
 
i second Wild bill. i found it didn't work very well, with the bleach did. Just get some iodine at the drugstore and it will do the trick. Just be sure to re-fix
 
I'm interested in the iodine thing .... I bought some for this purpose, but it stained prints a bright yellow - did I get the wrong thing? I remove black spots with a scalpel blade, but I'd rather not compromise the emulsion if I could avoid it.
 
i don't have the item here at home, but at the lab at school. it was just basic tenture of iodine found in the drug department of the grocery store. cost about 1.25 .

did you re-fix the image after bleaching, that could account for the yellowing?.
