small white specs on emulsion side of c41 film - Final rinse issue?

Hi all, I don't have photos right now but I can take some soon.

I have been getting these white specs on my c41 film lately. These specs vairy in size but all tend to be considerably small - they are also WHITE, very white. When I go to remove them they sometimes leave a small bot of residue and they also stick very hard to the film.

Is it fungus or something growing in the final rinse? is it my water?

Issues with white specs on C41 film in my case were due to re-used fixer that tended to have small particles floating in it. Fresh fixer didn't have it, and filtering reused fixer also seemed to help. These days I just use the fixer one shot which solved the issue for me.
It's of course just one possible cause, but worth a try, I'd say. Other causes might just as well play a role such as dirty (tap) water. You'll have to be systematic in nailing down the issue.
