Forgive the crummy loupe photo. This was developed in a Paterson, Pan F 50, using FX 39, with Ilford rapid fixer.

This really bummed me out. Only frame on the roll I liked. What would cause this? Just on this one frame...

The enlarger lens does not cover the field of view. OR the lens does not cover the full negative.
 
Air bells! Little air bubbles adhering to the film emulsion. That's why they say "rap" the tank and then let sit after agitation. You have to dislodge those air bubbles or the developer can't reach the emulsion to do its job.

I'm not saying that with 100% assurance, but I take it you "didn't rap the tank" as expressed by your Grrr reply. If the air bells (bubble) had stayed on tor the entire process those halos would be even more pronounced, which tells me they were agitated off sometime in the development. I always give a light smack with my hand to the bottom of the tank after each agitation cycle. In all the years of doing this I can honestly say I have never had one air bell. Knock on wood I guess!

Then I'd be saying double Grrr! Did you say it is only on this frame or throughout the 5th roll? If it is on only one frame and there was a bright highlight/sun in the edge of the shot then it could be some kind of internal reflection off the lens, bellows. baffle, or?
 
I use a couple of drops of Edwal LFN in the developer. That, and whacking the tank, fix any problems you may have. Those of us around long enough to remember Kodak Infrared film learned our lessons with that stuff. Brutal it was.....
