What about the Bessa L? You can combine it with the great SuperHeliar 15mm
How about a Nikon L35 AF? It has a 35mm lens rather than 28mm which you're looking for - but the price is right.
I used to have one of these that broke. A very nice camera. I'm hoping to get another one sometime.

But it's 38mm lens is far from the wide 28mm you said we you wanted.
For a more point & shoot style I recommend the Olympus Mju II. See:

It is compact, has a very good lightmeter, is waterproof and fast (enough).
It has a good 35 mm lens (no zoom).
I use it a lot for B&W and carry it almost daily in my pocket.
It can be found for 30 or less sometimes
