Theoretically (hoping to avoid heated discussions) - would Sistan protect the image (archivally 'speaking') when used after a toner that is known not to be archival?

For example: will Sistan add archival protection to a print that has been toned in a Blue or Copper toner?

Theoretically...

Tim Rudman discusses Sistan in his Toning Book but I haven't seen it discussed in regard to my hypothetical question above.

Sistan protects silver. If you change the silver to sometihing else Sistan may be of less value ore useless at all.

And what if I do not tone my print completely, isn't there enough silver left in the emulsion to justify a bath in Sistan?
