I'm not sure its for bellows, but rather to mount a 4x5 back on a 5x7 standard. Specifically a "format reducing adapter" code 553.27 on page 13 here: https://www.pacificrimcamera.com/rl/02139/02139.pdf

EDIT: I should add that this is my best guess, not certain knowledge.
