I got my scans back from the laboratory and you can see that the sky looks like and oil painting for some reason that I don't know. Can you guys tell me if this is because some lens issue ( vivitar 28mm 2.8), the camera(canon ae1-program) or the film(portra 400). Some other photos have this effect but only visible on the sky.

If you are talking about the horizontal lines in solid color areas (more or less), then it looks like a scanning issue.

The problem is not your camera, nor it’s lens, and not the film. The problem is bad scans. Find another lab to scan your film, or do it yourself. Whoever did the scans of your film did a very poor job.

and it's just a scan problem, I mean, If I convert to digital again the images can been restored or the negatives are damaged?

Check the physical condition of your negatives, but they are probably OK. Just have them re-scanned...

First of all, thanks for all the replies. I speak to the lab and I have to send the negatives back and they will do a new scan.
