If you make the pixels small enough they could be represented by a black or white dot - it's called dithering. See https://en.wikipedia.org/wiki/Dither and https://en.wikipedia.org/wiki/Dither
I have yet to scan an image that did not need a lot of editing to bring back the DR using black and white points, color, contrast etc.
IDK what scanner ur using but most offer some form of black and white points, color, contrast etc edits to get u in the ballpark or better. it is possible that ur scanner DR is not wide enough, u could make a scan for highlights, another for shadows and blend.

Too much theoretical stuff. Just scan a negative @16/48 bit, and then @8/24bit. Open the 8bit image in an editor. Perform any modification, i.e. curves, and watch the histogram: It looks like a comb with missing color information. Now open the 16bit image and perform the same adjustment - the curve remains smooth.
Then print both variants at hi res. The 8bit image will show banding, while the 16bit image will not.
