For B&W contact printing, what is the best safelight filter? Amber? red?

It's easier to see in amber, but red is required for several of the eastern European papers. I have two safelights, one with red, amber in the other. If I use a red-only paper I just turn off the amber light, otherwise I use both. No matter which you use, always test.
