can a safe light affect color paper if the sorce is 5 feet away give the paper a tint or a different color hue

Yes, it depends on safelight though.
The only ones recommended for color negative papers are the series 11 and 13 with a 15 watt bulb at 5+ feet. I use them and they work.
A safelight will give a tint to color negative paper the opposite of the color of the safelight.
