Saatchi Art and poked the perhaps-dozen photo mags (quarterly) and photo websites with very different names that are advertised. It's not clear where Saatchi Art fits into this complexity.
Reminds me of the sadly departed
Zoom magazine. (Zoom was Swiss-printed, American/European edited, collectable quality, and not at all similar to Aperture or View Camera mag). Zoom had very few ads and wasn't promoting anything, was theme oriented.

Amazing stuff. Mostly color, though it does promote two B&W photo mags I've not notice previously.
Focus is
photography as imagery ( i.e. not hardware/darkroom/hobbies).
Not a chatroom, does incidentally invite contributions (positioned as quarterly competition), has a component that sells moderately priced prints, doesn't tout equipment, has no ads (except for subscriptions).
