This film claims to be 400 ASA in daylight without a filter. I think this very optimistic - I' m getting thinner negs than I' d like even at '200'. Next time I would try it at '100'. Is anyone else finding this? Incidentally my IR exposures are good at 1 sec with an R 72 in strong sunlight.

Yes. This is an aerial film, Agfa Aviphot pan 200. It has around 100 ASA in most developers. It is sold under different names, Superpan 200 or Rollei Universal 200 are some of them.
