Reading the instructions, it appears that it is designed for machine use. Jobo or constant rotation mechanically.

I am just tank developing, do I need to do constant rotation or can I do like its b&w and just do a little here and there?

Tetenal's C41/E6 instructions, which are a confusing mix of instructions for rotary and inversion tank processing, state, that one should agitate every ten seconds, and I would assume, that Rollei's kit isn't that much different. If you invert all the time, the bottom part of your film spool spends less time immersed in liquid than the top part, so I'd recommend against constant inversion.

That sounds like good advice. I will try 10 seconds and maybe only do one roll for my first try instead of 4.

All C41 developers pretty much work the same. I do 30 seconds initial agitation and then two inversions every 15 seconds for the duration.
