Did you try latensification and preflashing to lower contrast?
Washing off the anti halation layer, pre exposure also produces, among other things, a lowering of contrast.
I appreciate the suggestions, but by the looks of things I won't need to do anything quite that complex. Given how these negatives look and scan, if I need to lower the contrast a bit, I'll start by using 1:200 for twice as long (and agitating every minute rather than every 30s). But first I'll just shoot a roll and develop as I did above, and see how the contrast looks on a variety of different shots.

In the end, I gave internet reports of excessive contrast with this film too much credit. I really should have just shot and developed it normally from the start, and gone from there.
