There is no ONE correct developing time, they're all just starting recommendations. So, why not start with Ilford's recommendations:
Pan F = 6 minutes
Delta 400 = 9 minutes
These times were off a PDF file from the Ilford website that lists times for all their films, and many different developers.
Mike's got the right answer; no ONE time. Check the Ilford site and you can also go to the Massive Dev. Chart at digitaltruth.com. I've downloaded all the times for all the films and then printed them out and put them in a 3-ring notebook and that stays in the darkroom for access any time.
Just to elaborate on why there's no one correct time: Differing developing techniques (agitation style and frequency, when you start and stop timing, etc.) will affect the speed of development, and hence the results. You might also want a more or less dense negative depending on what you intend to do with it -- what type of enlarger you have, how your paper reacts, and even your own personal preferences.
