If you have a gallon, say, of working strength stop or working dilution film strength fix, then yes pour the used stop or fax back in.
Indicator stop tells you when it's worn out. The toss the worn out batch and don't add it back in too the good stuff.
With fixer, it's a good idea to use hypo check to make sure your fix is in good shape. Several makers seem to make hypo check. When you get a cloud of precipitate, the fix is gone and should have the silver reclaimed or sequestered for environmental reasons, what remains can be tossed.
