I haven't been there myself to check it out, but there is a rental darkroom in the Coyoacan neighborhood in Mexico City.

They're open from 1-5pm Thursdays and Fridays. Rental fee is $100.00 MX (about $5). If I read the website correctly, that's $5 for each use of the darkroom (up to 4 hours). It is black and white only. No mention of film formats, but I would assume 35mm and common 120 sizes can be enlarged, and same for developing film. I would assume knowledge of Spanish would be a big help in dealing with them.
