Please recommend me a ultra wide - around 17mm- fuji camera for around 25 dollars or less.
Rummage bins at the local charity shop/ junk shop. It'll take 5 years but you'll get there in the end. Otherwise find another hundred dollars and it'll take only two years.

-) a all-plastic reloadable camera with 25mm lens

-) Konica or Agfa single-use panorama camera with 17mm lens

-) a wide-angle attachment lens for your SLR

I can't unless you get very lucky at a yard sale or a relative or friend gives you one. Lenses in that price range are usually defective with fungus, haze, or scratches. Lenses wider than 28mm usually sell for $50 or more in average condition.

I bought one of these off of ebay some time ago for a really good price. You may have to do a bit of searching with a wide search ie try searching without brand names for the most results. Vivitar and other similar differently branded cameras come up quite regularly for the price you quote and below. Mine was a new one from China I think, which seemed at the time to offer the cheapest prices.

I don't use it all the time but it has a surprisingly sharp lens for such a camera and is small and light to carry around.
