It looks like advice from further back in time. The Chemistry of Photography from Mallinckrodt Chemical Works 1940 mentions it. PICTOL was their trademark for Metol

Yup, depends on your water. For example, when I mixed Kodak's D-163 the first time I used tap water at the correct temp and got a very fine precipitate that I could not remove with a coffee filter. Lesson learned, I now make it up with distilled water. Other chemicals I mix with boiled water.
