@John Wiegerink@koraks Thanks guys! That is what I figured. Like many developers that I use, they start at 750ml, then top up to 1 litre. I'm going to use distilled water instead of Glycol, and make really small batches, like I do when I mix up regular Pyrocat-HD.
The formula listed above says to use 750ml Glycol, but then does not say if you top up to 1 litre after mixing in the chemicals. Or am I wrongly assuming that the formula is for a litre?

Koraks is right. Curiosity got the best of me, so I did a search and found this quote for Mr. King:
At this time I mix a slightly different version for my own work that avoids any water at all, Pyrocat-HDC. In the HDC formula bromide and metabisulfite are replaced by ascorbic acid. Results with -HDC are virtually identical to the original Pyrocat-HD formula.
