I've had the exact same issue and ONLY WITH HP5. This is with TF4 an ammonium thiosulfate fixer. I think Ian is correct and it's the acidic stop creating bubbles in the emulsion. Best to try it out with just a water stop bath.

Yes, perhaps a roll of TMY so I can also admire the Kodak branding and frame numbers as well! Unfortunately all that film hit the trash can after some serious mishaps with the notorious backing paper problems
To me it almost looks like dust on the film when it was exposed. What kind of camera did you use? Might be worth vacuuming out the interior and trying another roll?

Hi - dust would not have such uniform circular and oval patterns. The film came from three different Hasselblad backs and the same batch of film from the same backs shot a few days earlier and developed in XTol were fine. I also shoot large format so familiar with what dust on film looks like. Shame on me if I let that much dust live in my camera!
