Puzzling change to my standard light meter reference

The Sekonic display 4.09 it really mean f/4.0 and 9/10 of a stop brighter. The first 2 digits are for the whole f stop i.e f/2.0, f/11, f/64.

Somehow my sunny 16 is EV14.7 @Iso 100.
