I'm currently looking for chemicals vendors and comparing the prices. It seems that for most I have choice between "pure" and "pure p.a." For some the price difference is twofold. There is no photographic grade here.

Do I need the higher grade for any chemicals?
 
no! you do not need pure or even pure pro analisis, i use industrial grade for almost everything except for film developers and some alternative processes, my fixer for instance is a rapid fixer without smell it takes sodium thiosulfate, ammonium chloride, sodium metabissulfite and borax, and all are bought in a drug store near,industrial grade (cheaper) sometimes i see some stuff floating around but i had never had problems with clearing times.

even in film developers you may not have problems

I'm talking developers and toners.

For most chemicals I need I have not found lower grades available or the lower grades are sold by 10, 25 or 50 kg. Where I live few chemicals I need can be bought in *any* stores and for most part I already have them. That leaves laboratory/chemical supply companies as only reasonable source.
 
Have you checked the companies that local schools buy their chemistry supplies from? You may be able to get reasonable quantities of lower grade chemicals through them.
