I just converted a 15.7MB TIFF to a JPEG file at 85% and the resulting file is 3.2 MB. After applying a Noise>Despeckle filter to the TIFF and then exporting as an 85% JPEG, the resulting file was 2.1MB. So the amount of compression can vary depending on the original, but 255KB is much smaller than I would expect. If the change in file size is greater than what you would get from JPEG compression, alone, then the resolution (pixel dimensions) may be changing, as well. Which makes me think PS Express may have some resizing option selected ? (I'm just guessing.)
Are you using PS Express to upload to Google Drive? If so, look at the settings on <
this page> Scroll down to "Resize your photos" and make sure "Original" is selected.
If not uploading from PS Express, what are the exact steps you take to transfer files from the phone to Google Drive?
