Proportional Development

Are development times proportional? Can you give each developer a relative speed factor and each film a relative development need and multiply the two together to get a starting time? Or does each film work with each developer independently of others?

IIRC, Eastman once made a circular slide rule computer which gave answers to these questions for that company's films and developers.
