I've found in most cases an ultrasonic cleaning of the slow-speed escapement followed by proper lubrication brings all of those speeds back where they belong. The only solution for fast speeds that are out of spec is to replace the relevant springs.

Fortunately I have a good stock of those for the Compur shutters and Nikon cameras I normally service.

If the bearings have worn to the point of letting the shafts move out of position, that can be corrected with considerable time/effort/money. That is generally not reasonable for an old shutter.
