Technically it's a power pole and delivers AU volts of 250vlts @50hrz, so not US compliant.
Phone cables were run under ground and are mostly obsolete. You need internet connection to use any phone.

Reminds me of that photo taken by Robert Frank of 3 guys in restaurant.
Has a feeling of being Very Foreboding................... In reality, it was, simply, just 3 guys in a restaurant

Indeed. Sometimes photographs are good that way - something for the imagination to make something out of - create your own context or story.
