Technically it's a power pole and delivers AU volts of 250vlts @50hrz, so not US compliant.
Phone cables were run under ground and are mostly obsolete. You need internet connection to use any phone.

Indeed. Sometimes photographs are good that way - something for the imagination to make something out of - create your own context or story.
