I have a roll of Plus-X Pan, expired 1996, that I pushed to 500. What would the development time be?
 
The massive dev chart says "1+85, 12 minutes", but for 200 ASA. My feeliing is, Rodinal is not the best choice for such an old underexposed film.

You might try XTol instead.
 
People generally say that for Rodinal because of the increase in grain, or rather the solvency action of Xtol and others, right?

I dont think grain is the only important factor, wouldn't Rodinal achieve lower fog levels since it doesn't contribute to fog itself? And grain can be kept quite fine by minimising agitation duration and amount, and being more gentle in agitation, and longer times between agitations.
 
Here a recent example of PXP on E.I. 100 in Rodinal 1+50. 13:00 minutes. The film was also expired 1996.
