As most APUGers think, it's dust. You've just got started in souping film. I had my share of dusty negs too. Soak them in photoflo for a few minutes and gently squeegee or wipe them with Kimwipes. Dry them in a dust free place. As for air bubbles, you can fix that problem by gently tapping the tank a few times on the sink after you fill the tank with developer. Keep your negs clean and you'll save time in Photoshop and spotting prints. Shooting and printing negs are more fun.
 
Because the spots are so regular and not as bright as the larger ones what occurs to me is could there be a fault with your film, camera or lens? I would encourage you to backtrack your whole method of working in order to eliminate every possibility of the fault occurring.
