PMK's solution B is saturated - the saturation depends on temperature.
If the development happens at 21°C - should PMK's solutions A + B also at 21°C before mixing?

Rick is correct. There's so little of the two PMK solutions needed that they do not have an appreciable effect on the temperature of the water they're put in. As long as your water is at the correct temperature (you cite 21C) and the PMK A and B solutions aren't really cold, then it's not an issue.
