The Adobe iOS apps are sort of a different UX paradigm than the desktop apps. I also find them very limiting, and only rarely use them, and then only for images that aren't very important to me.
But as far as finding a direct 1 to 1 for any of the features of the desktop versions of the software you're used to, there really isn't one offered by Adobe and I'm not aware of any offered by a competitor. If I had to process raw files on an iPad I would use Lightroom despite it's limitations, but I think I remember Apple adding some support for processing raw files to their Photos app when they added the capability for their cameras to shoot raw files? I'm not sure if it was only for processing Apples own DNG files or if it works for other formats, and honestly I don't like it any better than Lightroom anyway, but maybe it would be better suited to your needs in some way.
