what is this used for? can it hold two cameras?

It's used to mount on one camera. For example you could use it for holding down a 4x5 or 8x10 (the knobs you screw into the camera are adjustable so you could put it on one camera or adjust it to put on two cameras if it will fit) which is nice as it gives you a lot of fore-aft adjustment on the head you mount it on.
