WD2D+ is not a stand developer. It contains metol, and from all I've read in these forums, metol developers require fairly frequent agitation to avoid uneven development or "drag" problems. WD2D+ is a fairly slow-acting developer that is designed for frequent, gentle agitation. Just follow the directions. They are pretty specific.
I have not tried PanF+ in Rodinal, but I have tried it in Formulary TFX-2 with intermittent agitation at 3 or 5 minute intervals. It produced good negatives, but the edge effects were pretty extreme with 120 film at about 10x10-inch enlargement. I didn't like the results. I'm sure Rodinal will produce good results, but I can't vouch for the edge effects you will get with this film. Different films behave differently with different developers. You certainly will learn something by trying.
