Keep in mind that this product, and the similar "MemorEase" product from Pacific Image are essentially 5 mpix digital cameras (1800 * 1 * 1800 * 1.5 = 4.86 million), so the actual resolving power might be in the range of 1200 to 1400 dpi, due to the Bayer interpolation. Also, given the price point, it is quite likely a small sensor, so noise similar to a compact P&S digicam could be an issue, too.
I think any used Epson, from the 2450 up, might provide a more satisfying user experience, unless your brother-in-law is severely limited by desk space.
