Is Oriental Seagull VC a developer incorporated paper?
I have the opportunity to purchase some old OS paper .
Experience has taught me that developer incorporated papers fog with age.
The small amount of Seagull paper I have is still good. A few different packs, all opened who-knows-when, stored who-knows-how. But I don't know if there's any way to know if it had developer incorporated, at this point - unless if someone tests a sample. According to PhotoEngineer (here), you can easily test a sheet. Could probably be done in room light.
I've used plenty of Oriental New Seagull VC RC Pearl (black and white cover, orange label at the bottom) of various age without fog. It's probably my favorite RC paper! I don't believe it's DI. Certainly none of the spec sheets said it was.

Melvin I still have 2.5 boxes of 16"x20" Oriental Seagull VC FB. It hasn't exhibited any fog....it just has a little less contrast range than my newer Ilford WT & Foma (both FB). I did get a stack of boxes of other papers in a estate sale (mostly kodak & ilford RC).....they were all fogged beyond use.

My experience is like the others above. Unfortunately, I used the last of my Oriental Seagull up about two or three months ago. Darn! Very nice paper and easy to work with.

No incorporated developer. The VC (Fibre based) Oriental Seagull ages very well - it's still up there on the top row for lith printing after the graded papers from Oriental Seagull.
