We used to use web video for meetings at Kodak, and they were a real pain. They were fast enough to give good video and sound, but kept disconnecting. We used to use a wall with a table against it, and the others used the same, so it could be arranged to look like a huge conference room. It was quite amazing.
In any event, this would work with a little effort at the transmitting end. I could easily do this with the video equipment I now have, but I think that the bandwidth might limit the quality of the video. I suggest rather that the session be pretaped with narration and then be broadcast with the instructor running the tape and stopping it for questions.
