Designed for construction workers, could be used while wearing work gloves, the lens is 5 elements in 5 groups, ISO is some what limited topping out at 400.
Seems to have a single shutter speed of 100th of a second. for daylight documentation of a building site all that is needed. In good light it would make a good ski or snowboarding camera as it be operated while wearing gloves.
I also have the Konica Genba Kantoku DD and while searching for the 28mm version I came across the Fuji variety. The Konica DD has a great sharp lens. I've read the Fuji K-28 is pretty good too.
I have the Konica, sold here as the Off Road, I think the shutter speed range is 1/4 to 1/250, the lens is a 8 elements in 7 groups, tack sharp and somewhat fast 3.5.

I never came across any of these rugged cameras and for some time I thought they had not been on sale in Germany, until I found a Konica AF 28mm model ("Off Road") in a 1990 catalog of german photo-wholesalers.
I don't think they were exported or were exported in very small numbers, the Konica version was imported as a camera for the construction industry rather for sports, hence the name change to Off Road.
