Noepan 400 and HC110 1+50 time??

I love the results with D-76 1:1 so much that I can't bring myself to try anything else with it, now that it is out of production (120 ONLY)

HC110 development times tend to change proportionally to dilution, eg twice as dilute solution, twice as much needed development time. Dil B is 1+31. The ratio between Dil B and 1+50 is 51/32 ~= 1,6. So, get the development time from here (5') and multiply by 1,6. That will give you 8'. That should be a good starting point, adjust according to taste...

says 4 minutes for the 1+15 dilution at 20 C to get a gamma of 0,62 and 6 minutes for the same with 1+31. About 8 minutes for 1+50 could be a good starting point.

Go to www.covingtoninnovations/hc110.com for the best source of information about HC-110. To answer your question develop for 50% longer than dilution B. This is what covington gives for dilution E, 1:47 which is close enough.
