Camera setting on MANUAL.. using a non AI lens. Have set the front left AF/M focus switch to M. Adjusted the ISO to what we need, but how do you set the shutter speed?

Background:
Ok.. were a classic film camera enthusiast, but been trying to shoot a landscape sunrise shot with my RB 67, but have failed to get the correct exposure, twice, So thought we dig out my brother in laws old D-90 which he gave us, and will take my non AI lenses, to get correct exposure set before we try it on again film. .
So not trying to shot a keeper with the D-90, just trying to use it as an exposure
