New Sure Shot (or any Canon SS?) - Would removing the flash unit result in altered metering/exposure?

I have a New Sure Shot / Prima Twin/ WT28 which has an auto-flash you can't turn off. It looks like it's basement settings ate f/4 @ 1/45. Not spectacular for low light, but would suit a lot of my needs.

I don't love flash but I got this for $10 - worst case it's a daytime fun shooter, no harm no foul. But since it's so cheap, I figured hey, if I could just unsolder/unplug the flash, maybe I could get it to do something more like what I would prefer.

Wondering if chips/electronic metering work like this. Any camera reference would be welcome as a general idea - I imagine knowing about just this camera is probably unlikely as it's one of thousands.

Side note, WOW THIS IS LOUD and damn near the same size as my Rebel SLR.
