For example, if Kodak had a master roll of Plus-X that turned out to be closer to 100 ISO than 125 ISO ......

I just remembered a kodak publication that I read years ago that stated their batch to batch film speed variation was kept to + or - 1/10th of a stop. A batch of Plus-X that tested as ISO 110 would fail quality control under this standard.

Exactly, but if it met all of Kodak's other quality control tests, it would be excellent for selling in bulk to Freestyle.
