Noticed a few of those lately. I know it's developing problem, but is it badly loaded film or just not enough agitation?
BTW it's Tri-x in RO9 I think. 7 min four turns every min.

Cheers, Wojtek.

Air bubbles. Try more volume of developer in the tank.

Paterson tank with 500ml and everything apart from 30 sec. Only 4 times.

Indeed an agitation problem and I suspect that Tri-X is more suscetable for this then for instance TMY-II. Tri agitating a bit more after a first minute constant agitation and see if that solves the problem.

In addition to all the above excellent advice, you might like to try a pre-soak before developing as this will help the developer wet all the film straightaway. Another thing to be careful about is that after use you wash all the tank components very thoroughly, especially the spirals as a tiny trace of wetting agent can cause bubbles too.

In addition to all the agitation scenarios, possibly the spiral has slipped upwards a little during agitation, leaving one end of the film at or near the developer surface. Make sure the reel is at the base of the centre column and, if necessary, wrap a rubber-band around the column to hold the spiral in place at the lowest point.

I think the spiral moving up a bit on the column sounds like the most likely cause. Will have to be more careful next time.

Thanks everyone. W

Doesn't the Paterson tank require 550ml of fluid? Possibly the OP is not using enough developer, and/or the reel is sliding up the center post.
