Need formula for an Anti-Fog solution

You know, the stuff you add to paper developers to retard age fog of old paper. Someone suggested a 1% solution of Benzotriazole. Well, call me stupid, but what are the measurments to make a 1% solution from the dry powder? 1 gram in 100cc water? is that 1%?
