Hi,

the 3.5/7,5 cm Tessar has a size 00 Compur with fastest 1/300 sec (like on the Rolleiflex Original or Standard).
The 4,5 or 3.8/10,5 cm Tessar on the 6x9 cm is fitted with size 0 Compur with 1/250 sec.

I just got one identical to the one the OP showed in his photos, not his, the serial number on the lens is different. I'm trying to figure out why it has two windows at the top. You can see in his photos that the film is inserted in the left side of the camera and wound to the right. This puts the film in upside down so the 4.5x6 numbers are on the bottom and wont show in the windows. It will show the 6x9 numbers upside down. It does say 6x9 and 2-1/4 x 3-1/4 inch in the inside cover but this is clearly a 4.5x6 camera. What is going on here? No, I haven't been smoking anything or eating strange mushrooms. Is there a way to swap the winding direction?

I think I just figured it out, the two windows are for using the 6x9 numbers twice. Put number 1 in the first window for the first frame, for the next frame put number 1 in the second window. That’s probably why it says 6x9 in the back cover. Did old film only have the 6x9 numbers?

In the OP photo, the film winds from right to left (looking into back, with winder on the bottom). In those days there were only two rows of numbers printed, and as you said you use two windows to gauge where you are (see link below). In that configuration you would be looking at the 6x9 numbers, upside down.
