I agree. The frame might be close to right for Minox, but the film strip would run front to back rather than side to side as is usually the case.
 
That's definitely an Omega D Minox carrier. I've had a similar one since 1967.

Mine doesn't have the black bottom plate, it's the same finish as the top one. It's also missing the form to fit perfectly into the stage on the bottom, I've never seen one like that. Most of the carriers for our D-3 - Minox, 35mm, 6x6, 6x7, 4x5, 4x5 glass, etc. - were purchased new in the 50s/60s. My half-frame carrier may be from later, I got used on eBay in 1999.
 
The opening on the bottom side is 8mm x 11mm.
